The Formation of a Broad Civil Alliance to Support the TeraMed Initiative in Tunisia during a Seminar Organized by RAED Under the Patronage of the Governor of Bizerte

In a step reflecting the growing regional interest in clean energy issues in Tunisia, the Arab Network for Environment and Development (RAED) launched the TeraMed Initiative from the Governorate of Bizerte, in partnership with several local environmental and development associations. The initiative aims to support a just-transition to renewable energy across the Mediterranean basin.

The launch took place through a high-level regional seminar held under the supervision of the Governor of Bizerte, in partnership with the Association for Environmental Protection and Sustainable Development in Bizerte, and in collaboration with several civil society organizations, including Development without Borders Association in Tataouine, the Association for City Preservation and Heritage Conservation in Kelibia, the Local Democratic Agency Association in Kairouan, and the Association for the Protection of Nature and Environment in Kairouan.

The seminar focused on the role of civil society in supporting state policies aimed at achieving a gradual transition toward clean energy sources, ensuring both energy security and environmental sustainability. It witnessed broad participation from various local stakeholders, including members of parliament and representatives of regional directorates of environment, agriculture, energy, health, education, and development, as well as representatives from youth, sports, women, and childhood sectors. This reflects the inclusive and participatory approach adopted by the initiative.

The event also featured the participation of a representative from the Tunisian Company of Electricity and Gas, alongside notable engagement from civil society organizations such as the Tunisian Scouts, the Petroleum Refining Company Association, the National Women’s Union, and the National Childhood Organization, in addition to several local media professionals. This diversity enriched the discussions and reflected a wide range of perspectives and expertise.

As part of the scientific sessions, environmental and energy expert Nouman Fehri delivered a presentation on Tunisia’s national strategies for energy transition and ecological transformation, highlighting key challenges and opportunities associated with expanding the use of renewable energy sources.

Habib Ben Boubaker, from the Association for City Preservation in Kelibia and an expert in environmental and climate change issues, presented the various dimensions of the TeraMed Initiative, emphasizing its role as a regional platform for strengthening cooperation among Mediterranean countries in clean energy, and for facilitating the exchange of knowledge and successful experiences.

Fatiha Omari, from Development Without Borders Association, highlighted the vital role that civil society organizations can play in supporting energy transition pathways, through raising public awareness, implementing innovative local projects, and strengthening partnerships with government entities and the private sector.

The seminar was marked by rich and interactive discussions among participants, resulting in a set of key recommendations. These focused on the need to enhance coordination among stakeholders, support local initiatives, and provide the necessary legislative and financial frameworks to accelerate the transition toward clean energy.

At the conclusion of the seminar, participants emphasized that achieving a just energy transition requires concerted efforts among governments, civil society, and the private sector. They underscored the importance of investing in renewable energy as a strategic choice to ensure a more sustainable and secure future for the region.
