RAED Leads Civil Society Toward a Just and Sustainable Energy Transition in the Mediterranean Region

Promoting Green Finance, Empowering Youth Initiatives for Clean Energy, and Enhancing Media Capacity

The Arab Network for Environment and Development (RAED) is preparing to launch the second phase of the TeraMED Campaign, the first regional initiative of its kind aimed at accelerating the adoption of renewable energy in the Mediterranean region and promoting a just energy transition through national policies, green finance and civil society engagement.

The campaign is part of the Mediterranean Dialogue on Sustainable Energy and Climate, the first dedicated platform for multi-stakeholder cooperation to achieve a just energy transition in the region. It involves several regional and international partners, including the European Climate Foundation, the Union for the Mediterranean, the Regional Center for Renewable Energy and Energy Efficiency (RCREEE), the Green Islands Foundation and the Italian Center for Climate Change Research.

The official launch of the campaign’s message took place during Cairo Sustainable Energy Week in early October 2024, where RAED assumed coordination of civil society efforts across Arab countries in the Southern and Eastern Mediterranean. The campaign’s goals and principles were also presented at the 29th UN Climate Change Conference (COP29) held in Baku, Azerbaijan, at the end of last year, highlighting its position as a pioneering regional initiative.

Dr. Emad Adly, General Coordinator of RAED, stated that the TeraMED campaign advocates for an ambitious target: producing one terawatt of renewable energy in the Mediterranean region by 2030. This vision builds on the region’s vast potential to generate significant renewable energy capacity from solar, wind and other clean sources, contributing to regional security, sustainable development and positioning the Mediterranean as a key hub for cooperation between Africa, Europe and the Middle East.

The second phase of the campaign will be launched on Monday, 14 July 2025, at the Cairo House for Environmental, Cultural, and Educational Activities, with the participation of TeraMED representatives from outside Egypt, along with relevant government officials, experts, academics, civil society organizations, youth and women leaders and specialized environmental media professionals.

According to Adly, this new phase will focus on consolidating the gains of the first phase by integrating its recommendations into national policies and energy plans, and by preparing participatory policy papers in collaboration with partner organizations and stakeholders, based on national and local consultative dialogues.

The campaign also seeks to strengthen environmental media capacity through targeted training programs, and to empower youth by supporting digital initiatives and campaigns advocating for clean energy. In parallel, it will work to mobilize green finance by building bridges with the financial and banking sectors and facilitating civil society’s access to financing tools and incentives.

At the regional level, RAED continues to lead the campaign’s efforts to foster North-South cooperation, advocate for transparent decision-making, and increase public awareness and support for the principles of a just energy transition.

The second phase will also include efforts to develop a unified regional position representing civil society voices from across the Mediterranean. This position will be presented at the upcoming UN Climate Change Conference (COP30), scheduled to take place in Belém, Brazil at the end of this year, serving as a platform to amplify the region’s voice and that of its partners in shaping a more just and sustainable clean energy future.
